Organizational Background 

Puntland Development & Research Centre (PDRC) is a successor body of former War-torn Societies Project International (WSPI), which operated in Puntland during 1997–99. On October 30, 1999, the center was founded as an independent, nonpartisan, nonprofit research institute dedicated to peacebuilding, promotion of democracy, and respect for human rights. PDRC is now celebrating its 22nd anniversary in which the center has accumulated years in research, development, policy analysis, advocacy and community awareness programmes.

 

Project in Context: Somali Electoral Governance Transparency and Accountability Project (SEGTAP) Funded by European Union 

In collaboration with KAALO Aid & Development and Puntland Non-State Actors Association (PUNSAA), PDRC is co-implementing the Somali Electoral Governance Transparency and Accountability Project (SEGTAP) funded by the European Union. The project is conducted in Bari, Nugal and Mudug regions. The main objective of this project is to promote accountable and inclusive socio-political and electoral governance in Puntland that is responsive to the socio-political and economic development needs of the State of Puntland. The project seeks to enhance stakeholder awareness and voter knowledge Puntland’s (Somalia)  democratization for effective participation in electoral processes, enhance the capacity of civic society actors to monitor accountability and transparency in Puntland’s democratization process and promote multi-stakeholder dialogue in Puntland’s democratization process with a focus on enhancing the voices of excluded and marginalized groups i.e. women, IDPs, refuges/returnees, PWDs, youth and minority groups. 

 

Job Title : Project Officer 

Nature of job : Contract 

Duty Station : GAROWE with field areas of Bari, Nugal and Mudug regions

Reports to : Programme Coordinator 

Working Relationship : Shall work with PDRC Audio-Visual Unit and teams from other implementing partners i.e KAALO Aid  & Development  and PUNSAA

Age : 25-40 years

Key Duties and Responsibilities 
  1. Coordinate the entire project activities and act as a liaison officer between PDRC, KAALO and EU. 
  2. Engage the project management team to execute all project activities. 
  3. Prepare a detailed implementation plan for all the intended project activities
  4. Participate in training of trainers for community civic and voter education 
  5. Participate in training community civic and voter education promoters / champions 
  6. Participate in community voter education forums with integrated mock election exercises 
  7. Assit in developing and distributing civic and voter education IEC materials 
  8. Coordinate the Mobile cinema-based community civic voter education and awareness on electoral processes with assistance from PDRC Mobile Audio Visual Unit (MAVU) 
  9. Support organizing workshops, seminars, consultation community forums, working groups meetings, and Media engagement in the project implementation processes.
  10. Conduct data analysis of data and information collected from the field. 
  11. Ensure implementation of policies and practices of PDRC, KAALO and EU that are related to this project.
  12. Fully engage the assigned project staff and continuously supervise their performance and work efficiency.
  13. Attend both physical and remote meetings regarding the SEGTAP 
  14. Assist in building up positive relations within the team and external stakeholders.
  15. Prepare and compile detailed and comprehensive final, activity, and progress reports on due times. 
  16. Undertake any other task assigned to him/her by the management

 

Working experience : A minimum of 3 years in project management, training and reporting and should be fluent in English and Somali Languages. The candidate should have the capacity to communicate to large audiences in the field with ease. 

The candidate should exhibit Willingness to travel and work in various field placements even under under difficult conditions. 

Level of Education : Atleast a Bachelors Degree in Development Studies, Community Psychology, Political Science, Business Administration or any other related discipline. A Masters Degree or Post Graduate Diploma in a related field will be an added advantage. The candidate should be a computer literate especially for MS-Office Packages, email usage, zoom meetings and with the ability to provide prompt feedback.
