The Puntland Development Research Center (PDRC), Somali Public Agenda (SPA), and Heinrich Böll Stiftung – Horn of Africa have released a new report, “Bridging Divides: Options for Resolving Somalia’s FGS–FMS Disputes – Constitutional Review and Elections.” This comprehensive study examines the persistent political disagreements between Somalia’s Federal Government (FGS) and Federal Member States (FMS), particularly in the areas of constitutional review and electoral processes.
