Governance and State Building ​

As part of its strategic Governance and State Building programs, PDRC contributes to state-building processes through research, institutional building, advocacy, and improving state-society relations nationwide in Puntland and Somalia.

The program implements various activities to build the capacity of administrative cadre and local council members to enhance the effectiveness and capacity of government institutions, as most newly elected councilors have not had prior training in their mandated functions. 

Using innovative audio-visual tools, PDRC conducts public outreach programs to enhance citizen awareness of their roles and responsibilities and the functions performed by the government. The aim is to connect citizens to the government and increase their participation in decision-making processes by utilizing various methods such as training workshops and citizen accountability forums. 

Moreover, PDRC promotes democracy, an essential component of state-building, through evidence-based research, dialogue forums, public forums, mock elections, election observation, and political party training.

Lastly, Somalia adopted the federal system, so federalism is one of PDRC’s focus areas. The institution advances federalism by publishing reliable research studies and facilitating expert forums that offer insightful recommendations to policy makers.
