The Puntland Development and Research Center (PDRC), under the Shaqo Consortium, invites qualified consultants to conduct a comprehensive monitoring and evaluation assignment for its youth skills and jobs program. The consultancy requires travel to at least seven locations in Somalia to assess project activities, document achievements and challenges, and gather beneficiary feedback. The key objectives are to evaluate program impact, provide recommendations for future development initiatives, and explore potential for upscaling. Applicants must possess strong local knowledge, evaluation experience, and proficiency in both English and Somali. The successful consultant will deliver a detailed final report of up to 40 pages.
